The Charlotte Observer reports Ginn is expected to sign with the Panthers on Monday. Contract terms were not immediately available.

Ginn posted a disappointing 14 receptions and no touchdowns in 16 games last season in Arizona. He finished eighth in punt returns with the Cardinals.

A first-round pick by the Dolphins in 2007, Ginn spent three years in Miami and three more with the 49ers before joining Carolina the first time.
